States the obvious 'Yes or No' at a very basic level. But more than often this is used as a tool to cut out noise. The underlying suggestion here is to keep things simple and often comes from individuals that do not want to be bothered with the details.

The creative reference to submarine sonar technology or in more recent days network technology doesn't mean that this will be a short ordeal, so you might as well cancel your lunch.

Voice it Over

When you don't want to put something in writing, typically for a presentation, you suggest to voice it over, leaving very little tangible evidence. Commonly used to avoid hard commitments at a premature state. Business Manager: "Can we add that step to the risk slide?" Project Manager: "That's probably too much detail, we can just voice it over."

Why are you taking so damn long?! In most cases, this question also implies that you probably haven't started working on them, which is most likely true. Manager: "Hey Megan, how are those slides coming along?" Megan: "Great, I have the concept in my head, just need to create the document..."
